Authorizes office of criminal conflict & civil regional counsel to provide pre-petition legal representation to certain indigent parents in child welfare matters; authorizes regional counsel to initiate or appear in specified civil actions; requires child protective investigators to provide information regarding right of certain parents to representation by office; requires child protective responders to know how to inform parents about representation by office.
