Authorizes officers to pursue administrative or civil relief for certain violations; removes requirement that certain violations be intentional; requires interviews to cease under certain circumstances; provides that third member of compliance review panel may not be employed by agency head; requires panel to determine if violation occurred; removes requirement for agency head to initiate investigation against investigator; requires sustained allegations of intentional violation to be forwarded to Criminal Justice Standards & Training Commission for review; provides that employing agency is responsible for certain monetary expenses; removes criminal penalty.
