Court-related Functions: Authorizes clerks of circuit court to provide interpretation & translation services; authorizes clerks of circuit court to contract with third-party interpretation service & translation service providers to provide such services in civil actions; provides that provision of such services by clerks of circuit court is ministerial, is authorized court-related function & is allowable expenditure; provides that such services may be made available to party regardless of whether party is represented by counsel; provides that clerks of circuit court are not required to provide interpretation & translation services.
